    Objective criteria for choosing the limited number of candidates: The top 8 scoring companies on the selection criteria - pre qualification questionnaire. Mandatory financial stability check meeting an acceptable standard- a minumum score of 3 in all areas comprising: - Appropriate business activity, relevant experience, references, health and safety, equalities, quality management, environmental management, insurance being 5 mill public; 5 mill employers and 2 mill professional indemnity.

  • IV.2.1)Award criteria:

    The most economically advantageous tender in terms of the criteria stated below:

    Appropriateness and comprehensiveness of proposals; Ability to receive electronic files and print billing and associated documents and envelopes according to the specification of requirements. Ability to collate documents and envelope, providing a reliable, timely completion and delivery. Ability to collate where specified collation of Council Tax, Housing and Council Tax Benefits letters for Harborough using Academy software and North West Leicestershire using Civica Open revenues and pdf. Logistics for receipt of hard copy documents is appropriate for provision of a quality service. Weighting: 31.5 %.

    Approach to implementation: implementation proposals are realistic and resource plans provide evidence of ability to deliver. Appropriate proposals for template development and testing and proofs, including appropriate number of proofs included. Weighting: 7 %.

    Methodology for managing and monitoring the print and collation process : To include appropriate flexibility in the delivery of the service to meet possible late legislation amendments or software issues experienced by the Authorities. Sufficient resource requirements to manage the process including post and delivery to meet deadlines. Including appropriate proposals for risk management and business continuity. Proposals for performance management and contract review, problem solving and complaints procedure. If tenderers proposal include the use of sub- contractors, sufficient proposal for the managing and monitoring of the sub contractors to ensure that a quality and timely service is provided. Weighting: 23.5 %.

    Added value issues: proposals for future improvement through consolidation of requirements by Councils, enabling improved efficiencies for both the supplier and the Authorities. This will include proposals for the collation of council tax and benefits letters. Weighting: 4 %.

    Environmental approach : proposals for delivery of the service which are environmentally responsible. Use of 75 % post consumer waste recycled paper and envelopes as specified in the delivery of the service. Ability to receive electronic data from Council(s). Organisations environmental procedures in relation to the performance of this contract. Weighting: 4 %.

    Price. Weighting: 30 %.
