    Dundee Waterfront Development is currently creating a new mixed use urban quarter in the heart of the City. The vision is to transform, energise and connect the city and the River Tay together to create a sense of place. A place that draws people to visit, live, work and invest. Part of the development includes the provision of a new Rail Station Concourse including retail and commercial facilities.

    This phase of the project requires the design of the new Rail Station Concourse,the design and specification of the demolition and replacement of an existing bridge over the main Dundee - Aberdeen railway line. The new bridge shall require to be capable of carrying a new road layout and station concourse.

    Dundee City Council have completed a feasibility study for the replacement bridge and have carried out a study into the redevelopment of Dundee Rail Station. We are looking for suitably qualified professionals to take this project to full design and tender stage.

    Information and formalities necessary for evaluating if requirements are met: The Consultant shall appoint a named Design Manager, who shall be a Chartered Civil Engineer with Corporate Membership of ICE or equivalent, with at least 10 years post chartered experience in Bridges, infrastructure, roads and associated structures.

    The Consultant shall appoint an Architect, who shall be a Chartered Architect RIBA Part III.

    Candidates are required to be financially and technically approved by Dundee City Council and Pre-qualification will be required. The specific information required is listed in the Pre-Qualification Questionnaire.

    Information and formalities necessary for evaluating if requirements are met: Dundee City Council Finance and legal departments will evaluate the financial ability of the Consultants to satisfy the requirements of this contract. Based on latest 3 years accounts.

    A statement of the educational and professional qualifications of the bidders managerial staff and of those persons who will be responsible for carrying out the contract requirements.

  • VI.4.2)Lodging of appeals:

    Precise information on deadline(s) for lodging appeals: The purchasing authority will incorporate a minimum of 10 calendar day's standstill period at the point that information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the contact details given in part I.1 of this Contract Notice.

    If the tenderer remains aggrieved after seeking such debriefing information, the Public Contracts (Scotland) Regulations 2006 (SSI 2006 No.1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the local Sheriff Court or Court of Session in Scotland. Any such action must be brought promptly (generally within 3 months at the latest). Suitably qualified independent legal advice on Scots Law court procedures should be sought immediately by any aggrieved tenderer contemplating such action.

    Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is also to allow parties to apply to the Court to set aside an unlawful award decision before the contract is entered into.
