The contract is for the provision of Packed Lunch provision for the schools within Northamptonshire County. These will vary in requirement due to size and use. The framework agreement is expected to facilitate the inclusion of further schools addition or reduction across the term of the framework.

Northamptonshire County Council Student Services Healthy Food and Drink Team is working with Schools to develop a new catering service which will be phased into operation from September 2010.
This contract is for.
1) The interim provision of cold packed lunches for the phasing period of the project (September 2010–September 2013) to provide free school meals to primary schools.
2) The ongoing provision of all pre-prepared cold items for secondary schools including but not limited to pre-prepared sandwiches, baguettes and Paninis.
Scope.
There will be a requirement to provide:-.
1) Year 1
— In the region of 87 schools with packed lunches for free school meal eligible pupils in year one (in the region of 250 meals per day ranging from 1-20 meals per school per day) with the possibility of provision to further 23 schools (in the region of 200 meals per day ranging from 1-40 meals per school per day),
— In the region of 4 secondary schools with pre-packed sandwiches and other pre-prepared cold food.
2) Year 2
— In the region of 30 schools with packed lunches for free school meal eligible pupils in year two (in the region of 50 meals per day – ranging from 1-8 meals per school per day) with the possibility of provision to further 16 schools (in the region of 100 meals per day ranging from 1-20 meals per school per day),
— In the region of 5 secondary schools with pre-packed sandwiches and other pre-prepared cold food, in addition to year 1.
3) Year 3
— In the region of 2 secondary schools with pre-packed sandwiches and other pre-prepared cold food, in addition to years 1 and 2.
Cost.
The cost of a delivered free school meal should be under £2.80 per meal, and the secondary school pre-prepared foods ranging in price but no more than £1.20.
Expectations.
The chosen supplier will be expected to deliver free school meals to primary schools daily before 11.30am; and for secondary schools 3 times a week with a specified delivery schedule for each school, with the ability for Northamptonshire County Council to further refine these delivery times if required.
The chosen supplier will have a fully integrated online ordering system and will provide training to Northamptonshire County Council staff.

Precise information on deadline(s) for lodging appeals: NCC will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from (Refer to address in part 1.1) If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
