This is a prior information notice (PIN) for information only. It is not a formal invitation to tender.
National Services Scotland is considering options for the procurement of a Scottish Health Protection Information Management Solution (SHPIMS) to support the execution of health protection activities across NHS Boards in Scotland. Subject to funding this work is likely to commence within 12-18 months.
The key areas of functionality include Case Management: Incident/outbreak management & statutory notifications, for all patients requiring active investigation, contact tracing or health protection measures to be applied and secondary use of data for national surveillance and reporting.
The solution will be used by key health protection staff performing the following duties:-.
Case Managers: Health protection staff managing case details.
Incident managers: Health protection staff accessing incident details.
Data support users: Providing support on data management at NHS Boards.
NHS Board users: Local surveillance, analysis, internal audit, reporting.
Scientific users: National surveillance, analysis and reporting.
The solution will ideally:
— Be a commercial off the shelf product,
— Function across organisational boundaries on a national basis,
— Be able to receive and produce data in a standard format such as xml to allow interfacing with other eHealth systems such as the CHI database, ECOSS Laboratory data system.
Allow a web service link to SHPIR (Scottish Health Protection Information Resource).
