Tender for contract to scope project development and analyse potential markets for National Literacy Trust work with local authorities.

 

Fixed term contract running April-July 2010 (inclusive)

Contract fee: £25,000 (including VAT)

The National Literacy Trust (NLT) believes that society will only be fair when everyone has the literacy skills they need. Local authorities, and their multi-agency partners, are a crucial part of making this vision a reality.

 

The Trust is looking to establish a sustainable way of working with local authorities, building on previous and existing work. This contract will inform the development of a long-term and sustainable model, supporting key organisational aims and helping to raise income.

 

Key contract activities include:

 

1.     To scope aims of NLT work with local authorities and to define the organisational USPs for this work through consultation with staff across projects, the Director, the Deputy Director, Development Team and Chair of Board of Trustees.

2.     To conduct an analysis of the potential market for this work, horizon scanning for opportunities, barriers and competition

3.     To consult with local authorities, key stakeholders, regional bodies and related organisations (such as IDeA and C4EO) seeking feedback on potential project models and business models.

4.     To report to NLT at agreed regular checkpoints, present final findings to all NLT staff and submit a final report including a forward action plan for the NLT. This plan should include a timeline for NLT engagement with local authorities based around local agendas and calendars, propose appropriate marketing strategies and priority entry points for NLT engagement and make recommendations on the scope and form of sustainable and scaleable business and delivery models. The final report should also include a “handover” of contacts established during the course of the contract.

Given the short term nature of the contract, the bidder must show it/they has/have an infrastructure in place, which is capable of delivering the outputs required.
