II.1.4)Information on framework agreement:
RCUK SSC Ltd, on behalf of the biotechnology & biological sciences research council (BBSRC), would like to invite tenders for the provision of a programme manager to engage with researchers and help with the delivery of the bioprocessing research industry club (BRIC).
The first phase of BRIC was launched in 2006 by BBSRC, EPSRC and industry in recognition of the need to invest further in high quality bioprocessing research in universities, where innovative new ideas may improve the ability of companies to more efficiently manufacture complex biopharmaceuticals. Its success has led to development of a second phase of BRIC, to be launched in Spring 2010.
The operation of BRIC is managed by BBSRC and EPSRC in partnership with the TSB-funded knowledge transfer network in HealthTech and medicines, and a programme manager. The BRIC programme manager acts as the academic coordinator for the programme, and plays a central role in the delivery of BRIC. Due to the current contract for this position coming to an end, BBSRC wishes to issue a new contract for a programme manager that will continue to support the projects initiated in BRIC Phase 1, and play a central role in the delivery of BRIC Phase 2.
(S)he will be responsible for disseminating information about the club to the academic community, supporting applicants in developing research proposals, coordinating and monitoring funded projects and supporting networking in the club.

The role of the programme manager will be to-.
Disseminate information on the club and calls to potential applicants and encourage them to submit applications.
Advise applicants in developing research proposals, encouraging collaboration and interdisciplinarity.
Monitor progress of funded projects against agreed plans and to include visiting funded research groups from phase 1 and those that will be funded in phase 2.
Manage the close-out of projects and support the final reporting procedures for research projects in phase 1 and phase 2.
Work with the HealthTech and medicines KTN to support academic/industrial networking within the club community.
Co-ordinate the work of grant holders funded through both phases 1 and 2 with each other and facilitate communication between individual grant holders and club members.
Contribute to the organisation and delivery of club dissemination meetings in partnership with the BBSRC and the HealthTech and medicines KTN.
Assist with the wider dissemination of the outputs of the club.
The programme manager will be accountable to the BBSRC head of business and innovation and will consult regularly with the BRIC Steering Group, BBSRC and the HealthTech and Medicines KTN.
Person specification.
The candidate must have detailed knowledge of one of the following technical areas-.
Bioscience underpinning bioprocessing understanding the cellular and molecular processes which are predictive of process performance and which can inform strategies for process design and metabolic engineering.
Improved tools for bioprocessing, tools to accelerate bioprocess development including high throughput bioprocess development, modelling of whole bioprocesses, improved analytics and ultra-scale down systems.
The individual will ideally also have direct experience of managing industrial/academic collaborations, knowledge of the relevant science and engineering base and an understanding of how BBSRC operates. In addition, the individual will have excellent communication and interpersonal skills, be an experienced project manager and excellent facilitator. It would be desirable for the candidate to have an understanding of the skills and training needs in the bioprocessing sector.
The contract will be for a period of 3 years (with a potential extension for a further 1 year) for approximately 60 days pa and will start on 1.6.2010. The contract will be managed through BBSRC.

VI.4.1)Body responsible for appeal procedures:
Precise information on deadline(s) for lodging appeals: The Contracting Authority will notify suppliers knocked out at PQQ stage and not invited to tender why they were unsuccessful.
The Contracting Authority will incorporate a minimum 10 calendar day stand still period at the point information on the award of the contract is communicated to tenderers. The 10 day period will be extended to 15 days from the 'relevant sending date' when the 'Alcatel' letter is not sent electronically.
This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Such additional information should be requested from the address in Section I.1.
The Public Contracts (Amendment) Regulations 2009 also clarify that a letter received from an unsuccessful bidder is not in itself enough to extend the legal standstill period and prevent the authority signing the contract. To do so, a bidder must actually go to court, issue proceedings, and serve them.
If an appeal regarding the award of the contract has not been successfully resolved, the public contracts regulations 2006 (SI 2006 No 5) as amended by the public contracts (amendment) regulations 2009, provide for aggrieved parties who have been harmed or are at a risk of harm by breach of the rules to take action in the High Court (England Wales and northern Ireland).
The new limitation period will apply specifically where a bidder brings an 'ineffectiveness' claim. There is a 6-month long-stop period that will be shortened to 30 days where the authority has published an award notice, or where they have notified the losing bidders of their exclusion, and given proper reasons.
