II.1.4)Information on framework agreement:
DFID is seeking a service provider for research into state building, peace building and service delivery (including health, education and water and sanitation) in fragile and conflict affected states.
The purpose of the research is to improve understanding among policy makers and practitioners by developing the evidence-base on the role of service delivery within an integrated state-building and peace-building framework, and the implications of different interventions and modalities of service provision in different contexts. The research will have a practical and operational focus.
The timeframe of the research is expected to be about 11 months. It will be clearly phased to allow desk research and development of a rigorous research methodology in Phase 1, with a breakpoint before field-level research in Phase 2 in a range of typologies of fragile states. The contract will be governed by English Law. Prices are not required at the EOI stage, however, when required prices must be quoted in GBP and all payments under the contract will be made in GBP. DFID reserves the right to annul the process and not award the contract. DFID does not provide advance funding, therefore suppliers will be required to pre-finance all programme activities before claiming reimbursement from DFID in arrears.

SECTION VI: COMPLEMENTARY INFORMATION
VI.2)CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU FUNDS:
EOIs must be submitted by email to t-mcenroe@dfid.gov.uk using the Pre-Qualifiaction Questionnaire (PQQ) available from the DFID website at http://www.dfid.gov.uk/Working-with-DFID/Procurement/Current-contract-op.... The draft terms of reference can also be found at this website address. Following assessment of the EOIs DFID will inform all applicants on the outcome of their Expression of Interest. The shortlist will be published on the DFID website. DFID will invite short-listed applicants to submit full technical and commercial proposals. The contract will run for a period of 11 months excluding the 1 month break period at the end of phase 1 although there is a possibility of extension for up to 2 months subject to continuing needs and the satisfactory performance of the winning supplier. From 1.4.2001, all UK development assistance has been fully untied so this DFID will accept bids from suppliers anywhere in the world.
