Information on framework agreement
The Vale of Glamorgan Council is inviting expressions of interest from suitably qualified and experienced organisations to provide supporting living services to adults with learning disabilities and/or physical/sensory impairment.
The services will include eight (8) groups: six (6) groups with low to moderate learning disability needs and/or physical/sensory impairment and two (2) groups with high learning disabilities and/or complex care needs, including challenging behaviour.
The services will be provided across properties which are owned by the Council or independent social landlords.
Community Benefits do not apply to this contract.

It is anticipated that there will be up to 29 supported living properties with existing staff workforces. TUPE may apply. Such information will be contained in the tender documents at a later stage.
The services are intended to commence on 8th October 2012 and will run for a period of five (5) years. The Council retains the option to extend the contract for a further period of up to two (2) years. The maximum full contract term will not exceed seven (7) years.

Body responsible for appeal procedures
Precise information on deadline(s) for lodging appeals: The Vale of Glamorgan Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Council before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from Mrs Gaynor Jones, details above.
If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
