The service shall be available in the United Kingdom (includes Scottish Islands, Southern Ireland and Northern Ireland) and within Mainland Europe. The following list gives a broad idea of the range of overseas countries which shall be covered but is not exhaustive.
a. Austria, Belgium, Croatia, Czech Republic, Denmark, France, Germany, Greece, Holland, Italy, Lithuania, Luxembourg, Norway, Poland, Spain, Sweden, Switzerland.
The Contract shall be on a 'Pay for Use' basis and cover all MOD registered vehicles ranging from cars, motor cycles, light commercial vehicles and trailers through to heavy commercial vehicles including vehicles carrying sensitive loads. Armoured and tracked vehicles are also included up to a maximum gross weight of 44 tonnes. Whilst the Contractor must be competent in dealing with vehicles carrying sensitive loads (fuel, ammunition etc.) the responsibility for the security of any “load†remains with the carrier (MOD Unit). The Unit providing the transport is responsible for the load for the duration of its journey including any recovery. The Unit also retains the responsibility for the onward movement of the load and for the provision of a replacement driver should this be necessary in the event that for technical reasons the vehicle cannot be repaired or recovered with the load on.
The Contractor is to focus on effecting a repair rather than a recovery in the first instance.
The Authority requires access to the Contractors Information Technology (IT) system through the Internet to enable the Authority’s Project Manager to view the activity taking place under the contract in real time.
The execution of services shall be in accordance with relevant current legislation applicable to the country within which the service is supplied, and the supplier shall ensure that they maintain Quality Accreditation to BS EN 9001:2000 throughout the Contract duration.
Companies that wish to express a formal interest in this requirement are required to submit a letter to this effect, providing proof of the relevant Quality Assurance accreditation.
Assessment criteria shall include, but not be limited to, the following:
— Compliance with Terms and Conditions of Contract,

— Compliance with Statutory Legal Requirements,
— Overall affordability.
It is the aspiration of the Authority that 6 Invitations to Tender will be issued. If required, a Pre-Qualification Questionnaire will be issued to aid the Authority in down-selection prior to issue of ITT.
