II.1.4)
Information on framework agreement
1.1 Works
To undertake the following construction work:
— Construction of a new roundabout and associated carriageways at Airman’s Corner under a S278 agreement with Wiltshire Council,
— Construction of new internal access roads,
— Construction of new coach park (30 coach bays, pick up and drop off),
— Construction of new car parking (360 permanent spaces and 140 overflow spaces),
— Construction of new pathways,
— Construction of a new visitor centre briefly comprised of 2 no. pods, one glazed, one timber-clad and partially glazed, both covered with an architectural steel canopy. Comprising the following functions (all areas are approximate),
— Retail (specialist joinery to be fitted out by others): c. 300 sqm,
— Interpretation (to be fitted out by others): c. 500 sqm,
— Catering (front of house and back of house): c. 270 sqm,
— Education area: c. 100 sqm,
— Back of House facilities: c. 50 sqm,
— WCs: c. 150 sqm,
— Construction of a new ancillary building containing back of house facilities: c. 760 sqm,
— Redevelopment of hub building (phased),
— Decommissioning of a section of the A344 and reinstating as chalk grassland,
— External landscaping works and presentation of archaeological features.
1.2 Anticipated start and completion dates
Proposed start and completion dates are as follows (these may be subject to change).
Start on site visitor centre and works to Airman’s Corner ... .May 2012.
Completion of visitor centre and works to Airman’s Corner ... October 2013.
Visitor centre opens ... October 2013.
Redevelopment of hub ... October 2013.
Works to hub complete ... April 2014.
1.3 Proposed Form of Contract
The proposed form of contract will be the JCT 2009 traditional form of contract with contractor’s design portions and English heritage standard amendments.
The proposed form of contract will be "with quantities".
The contractor will be responsible for completing the detailed design and coordination of the following sections of the works/proprietary products. This list is not exhaustive.
— Structural insulated panels: including panels themselves and all interfaces and connections, including connections for both timber and zinc cladding,
— Structural Glazing system: including glazing, fins, manifestation, interfaces, connections and glazed sliding and swing doors within the structural glazing,
— Roofing and cladding, together with their supporting elements and connections to the primary structure,
— Specialist joinery where not undertaken by other,
— Canopy soffit panels, edge details interfaces and connections,
— Roof membrane: the junctions and details for both the canopy and the pod roofs,
— Green roof system: hub roof including membrane and all junctions,
— Waterproofing to Hub: including all interfaces and connections,
— Suspended ceilings to the Visitor Centre pods: including setout column junctions, air grille junctions and all interfaces and connections,
— Kitchens: including all services requirements and access requirements,
— Tanking to the kitchen areas: including interfaces and connections,
— Zinc cladding to the ticket booth, the north visitor centre façade and where used for wall and door cladding, including all interfaces and connections,
— Specialist doors and hatches: including overcladding with both timber and zinc; hinges; ironmongery, seals for both fire and acoustics, specialist acoustic requirements; specialist internal folding/ sliding and pivot doors and roof hatches,
— Proprietary foundation systems,
— Structural steel connections,
— Structural timber connections,
— Reinforcement details and bar bending schedules,
— Proprietary and specialist retaining wall systems,
— Proprietary damp/water proofing systems,
— Proprietary Drainage Pumping Installations, tanks, storage systems etc,
— Building services plant, distribution and associated builders work,
— Open loop ground sources heating and cooling system.
Warranties in favour of English Heritage will be required from sub-contractors together with an overarching warranty from the main contractor.
1.4 Alternative tenders
English heritage are proposing that variant bids may be accepted as follows,
Standard bid: supplier to provide a quotation for all construction works in accordance with proposed programme.
Variant 1: contractor to submit a quotation with a reduced construction programme.
Variant 2: supplier to provide an alternative tender with proposed value engineering solutions.
The above will be confirmed at ITT stage and may be subject to change.
English Heritage may ask for each of the above variant bids to be offered on a "without quantities basis" as additional variant bids. This will be confirmed at ITT stage.
