Consideration will be given, to allow access to the contract, for other authorities in accordance with the Public Contract Regulations 2006.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES:
West Sussex County Council (WSCC) is looking to have informal discussions with the market place for the supply Library and Corporate Periodicals CBC and associate members in the first instance. Consideration will be given, to allow access to the contract, for other authorities in accordance with the Public Contract Regulations 2006. A service specification has been drafted and a sample list of titles most frequently purchased titles has been collated. The Market Consultation will help finalise the specification of requirements and the structure of the tender. The existing arrangements vary between authorities from those who currently use subscription agents, websites, direct from publishers to local supply. The combined expenditure, based on a survey of 31 authorities (2007/8 financial year) is approximately 1 000 000 GBP per annum for approximately 2 000 different titles totaling 10 000 copies. The expenditure of the other members and authorities potentially interested this contract is unknown at this stage.

A market consultation day has been set for 11.2.2010 at Crawley Library, West Sussex. The purpose is to have informal discussions with a cross section of service providers to discuss the different options and models available in the market place. If you are interested in taking part please refer to the instructions in section VI.2 Additional Information of this notice.

Please note this is not the start of a procurement process. A separate contract notice will be published to cover this requirement. This notice is being submitted in order to invite expressions of interest from organisations wishing to participate in a market consultation exercise for the supply of Library and Corporate Periodicals for the Central Buying Consortium (CBC). West Sussex County Council (WSCC) is the lead authority acting on behalf of the CBC Library group. The CBC Library group currently represents 42 library authorities, (17 CBC members & 25 associate members).
It is the intention of WSCC to invite a maximum of 6 organisations to a market consultation day to be held at: Crawley Library, Southgate Avenue, Crawley, West Sussex, RH10 6HG, UNITED KINGDOM, on 11.2.2010. Interested organisations are required to register interest and answer questions by Friday 22.1.2010, located on https://westsussex.bravosolution.co.uk. There are three attachments available for information: a draft outline specification, a sample list of 158 most frequently purchased titles and a list of questions requiring a response. The Contracting Authority intends to use an eTendering system in this procurement exercise and reserves the right to use a reverse auction. The URL is: https://westsussex.bravosolution.co.uk. and organisations interested in participating in the market consultation event should do so by using this system.
To express interest in this market consultation event and submit your response to the initial questions:
1. Register your company on the eSourcing portal (this is only required once):
— Browse to the eSourcing portal: https://westsussex.bravosolution.co.uk and click the link to register,
— Accept the terms and conditions and click -continue,
— Enter your correct business and user details,
— Note the username you chose and click - Save when complete,
— You will shortly receive an email with your unique password (please keep this secure).
2. Express an interest in the tender:

— Click the -PQQs / ITTs open to all suppliers - link. (These are pre-qualification questionnaires or invitations to tender open to any registered supplier),
— Click on the relevant PQQ/ ITT to access the content,
— Click the - Express interest - button in the -Actions - box on the left-hand side of the page,
— This will move the PQQ /ITT into your - My PQQs/ My ITTs - page. (This is a secure area reserved for your projects only),
— You can now access any attachments by clicking the - Settings and buyer attachments - in the - Actions - box.
3. Responding to the tender:
— You can now choose to reply or reject (please give a reason if rejecting),
— You can now use the ‘Messages' function to communicate with the buyer and seek any clarification,
— Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ ITT -There may be a mixture of online & offline actions for you to perform (there is detailed online help available). You must then publish your reply using the publish button in the Actions box on the left-hand side of the page. The return date for the submission of the answers to the questions asked is 5:00pm on Friday 22.1.2010. The organisations asked to participate in the market consultation will be notified no later than Friday 29.1.2010. Discussions on the day with the selected organisations will focus on the answers to the questions submitted and a website demonstration. The presentation should not be in powerpoint, it will follow the format of an informal discussion. Organisations will be expected to deliver services which demonstrate a best value approach as required by the Government. WSCC is a public authority within the meaning of the Freedom of Information Act 2000 and all correspondence received will be dealt with in accordance with the Act. It is anticipated the contract notice relating to the supply of the above specified services will be submitted for publication after the market consultation day, all service providers should respond to this published contract notice, even if they have been invited to attend the market consultation. Organisations invited to the market consultation will not have any advantage over organisations who do not participate in this process. Organisations not participating in the market consultation will not be disadvantaged.
