    Kent County Council (the Council) is the largest local authority in England covering an area of 3 500 square kilometres. It has an annual expenditure of over GBP 1 000 000 000 on goods and services and a population of 1 300 000, The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. Gateway, a front office shared service initiative between Kent County Council and several of the District and Borough Councils in Kent, offers a wide range of services to the public from a single point of contact. In the main these will be services delivered by the local authority (County and District level). However, Gateway will also be a means to encourage partnership opportunities with local and central government agencies and voluntary organisations, to offer a more holistic approach to helping customers with complex needs. In addition, Gateway offers public internet access and other similar public services to improve access to services and information. A Gateway may be on a local authority premises provided either by the Council or the area District/Borough council partner; the Council has overall responsibility for delivering multiple Gateways with a consistent look and feel. A customer may utilise Gateway by face-to-face, telephone or web-channels. This requirement is for a solution that will manage the flow of customers through the Gateways, dealing with scheduling and usage of the gateway facilities as well as monitoring critical measurements. The solution should also be able to build a profile of customer's use (i.e. what facilities have they already used, what facilities do the repeatedly use etc...) as well as report on the usage of specific facilities (i.e. 2 000 people have used housing advice facilities). The solution should also be able to track customer's usage across different Gateways. The proposed solution must support the planned deployment of fifteen Gateways over the lifetime of the contract. The deployment of this solution will need to respect existing software being used by the partnership across Kent Gateways. Where existing software can be shown to meet the requirements of this specification and the integration requirements of all partners, then a cost benefit decision will be made as to which system is used. It is more important for stakeholders that business requirements are met than forcing a one model solution. Essentially the solution should enable understanding of a customer journey - the complexity of their needs and the quality of the service delivered to them, as well as coordinate and simplify multiple service transactions for a customer by multiple agencies at a single physical location. The Solution will be required to interface with individual partner's CRM systems, queuing systems and scheduling systems.     (j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;

    (k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
