SECTION II: OBJECT OF THE CONTRACT

    UK-Huddersfield: framework for the provision of fencing and associated works, for kirklees neighbourhood housing.

    The establishment of a framework agreement.

    Framework agreement with several operators.

    Maximum number of participants to the framework agreement envisaged: 12.

    Justification for a framework agreement, the duration of which exceeds four years: With the option to extend for a further period of up to 12 months.

    Estimated total value of purchases for the entire duration of the framework agreement:

  • II.1.5)Short description of the contract or purchase(s):

    The Council intends to set up a framework agreement for the provision of Fencing and associated environmental works. This includes but is not limited to the following;

    Wooden fencing & gates.

    Metal fencing & gates.

    Groundworks.

    Land clearance.

    Hard landscaping.

    Soft landscaping.

    Planting.

    Whilst your contract will be with Kirklees Council, the power to select suppliers and to manage the contract has been vested in Kirklees Neighbourhood Housing, an Arms Length Management Organisation set up by Kirklees Council in 2002 to undertake the landlord functions of its Housing Service. It currently manages just over 23 000 properties. The ALMO has delegated responsibility for providing housing management and maintenance services, receiving a management fee for this.

    Service. It also manages the council's 21.6 million budget for repairs and 25 million capital programme budget (2009/10 figures). Kirklees Neighbourhood Housing undertakes a wide range of environmental works to support its mission statement ' Quality Homes and Services in successful Communities' and is now inviting applications from interested suppliers for a framework of suppliers of fencing and associated environmental works.

    It is anticipated that the annual value of the Framework will be in the region of 300 000 GBP.

    Although the Council cannot guarentee this level of business.

    There will be eight 'lots' within this framework:

    Lot 1.

    Everything.

    All wooden fencing & gates.

    All metal fencing & gates As per specification.

    Environmental works.

    Hard Landscaping.

    Lot 2.

    Everything, excluding metal fencing.

    As above, excluding metal fencing and gates.

    As per specification.

    Lot 3.

    All fencing.

    All lengths of wooden & metal fencing & gates.

    As per specification.

    Lot 4.

    Metal fencing.

    All metal fencing and gates.

    As per specification.

    Lot 5.

    Wooden fencing.

    Wooden fencing.

    Lot 7.

    Environmental works.

    Planting, soft landscaping, digging, land clearance - planting beds, borders and containers.

    Lot 8.

    Hard landscaping.

    Provision or repair of footpaths, hard standings and tarmac.

    You may apply to be considered for any number of lots.

    The framework contract will last for three years with an option to extend for a further one year.
