SECTION II: OBJECT OF THE CONCESSION

A multi-level mixed use but retail led development within Watford town centre comprising at least 350,000 sq ft of retail, with ideally new linkages to the High Street and a comprehensive redevelopment and/or refurbishment of the existing enclosed and open space, possibly bringing in new land ownerships and relocating existing uses.

Applicants will be required to complete a Pre-Qualification Questionnaire (PQQ). To obtain a copy of the PQQ, please contact the contact point mentioned in Section I.1) above. Completed PQQ will need to be submitted by 21.7.2009 to Mark Poyner of Brasier Freeth LLP (contact details in Annex A). Late submissions will not be considered.

Precise information on deadline(s) for lodging appeals: The Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern. Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
