Developing innovative new services for the future driving theory test service

DVSA want to engage a range of providers to think innovatively about, and to shape, the delivery of the Future Driving Theory Test Service. The current contract is due to expire in 2020. In advance of 2020 we want to engage with an experienced provider, at any scale, who can help to shape the delivery of service components of the future Driving Theory Test Service, including the provision of:
1. Fixed estate from which to deliver the theory test (locally, regionally or nationally);
2. Flexible estate from which to deliver the theory test (e.g. from your existing office space or pop-up style locations locally, regionally or nationally);
3. Theory test invigilators to deliver the test (locally, regionally or nationally);
4. Online proctoring/invigilation services;
5. Booking and scheduling services;
6. Test engine services;
7. Content management services;
8. Customer contact centre services;
9. Data storage and MI reporting services.

II.2.4)Description of the procurement:
In advance of September 2020, the DVSA want to think innovatively about how the Driving Theory Test Service could be delivered in the future. We want to consider new, innovative and engaging ways of delivering the service, which aligns with our strategic vision, future proofs delivery as technology evolves and diversifies our supplier base. This PIN release represents the first stage of the DVSA’s market engagement activities around the Future Driving Theory Test Service.
The DVSA has identified, and would like to explore, a variety of options for the future delivery of the Driving Theory Test Service, and is now seeking to engage with the market to help shape these options and to ascertain the markets capability, capacity and appetite to deliver the main service components of the future Driving Theory Test Service. Interested suppliers are asked to register their interest with the DVSA Procurement Team (Procurement.email@example.com) using the subject line ‘FTTS Market Engagement’.
Once you have emailed the team they will send you a market engagement pack, detailing our current thinking, and a link to the Request for Information survey, which you should complete and return to us through Smart Survey by 9:00 a.m. on the 29 January 2018. We will use these responses to structure further engagement in February and March 2018. Any questions please contact the DVSA Procurement Team.
