Short description:

The London Borough of Camden seeks to arrange for the provision of a 9 beds young parent visiting support service.

The service will provide young parents with the opportunity to learn to live independently with their children in a safe and nurturing environment. The service is part of the council’s Young Peoples Pathway (YPP) of non-registered residential accommodation and support services. The service is for young people aged between 16 and 21 (up to 25 if they have a learning disability or are a care leaver for whom LB Camden has a continued responsibility) who require accommodation and support.

These services will assist the council in meeting its statutory obligations to children who are in or leaving care, or who may be at risk and/or disadvantaged, to ensure they are protected and enabled to lead independent and fulfilling lives through the provision of quality services.

There is an option to extend the service for a further 2, 2 years periods.

Description of the procurement:

This opportunity will follow the “Light Touch” regime in line with Schedule 3 of the PCR 2015. Please see instruction to tenderers for additional information.

Any tender with a tender price in excess of this budget in any year of the contract term for the service will be rejected.

The Invitation to Tender (ITT), Contract terms and conditions, form of tender,

Specification and pricing schedule and other supporting information has been attached to EU supply for bidders to complete.

After the deadline for returned electronic submissions has expired, the evaluation process of the Selection stage will be undertaken.

Tenderers who are successful from the Selection stage will be invited into the award stage and their submissions will be evaluated.

After final moderation of the tender responses, the Most Economically Advantageous Tender (MEAT) will be selected to perform the service. Unsuccessful providers will be informed of the outcome via the messaging system on EU supply and the 10 voluntarys standstill period will commence.

After the standstill period has expired, the successful provider will be confirmed in writing and the contract award notice will be issued and entered on contracts finder.

A panel of council officers including service users will be evaluating final submissions.

A presentation with organisations who have been shortlisted to the award stage will be held at a later date. Details will be submitted via EU supply around 15.9.2017.

There will be a provision for tendering organisations to view the two properties over a 2 days period. Further details will be submitted via EU supply over the coming weeks.
