Team Leidos, under the scope of the Logistics Commodities Support (Transformation) — LCS(T) contract, has a requirement for the supply of a range of Operational Ration Packs (ORP) to support expeditionary military operations and exercises undertaken by the UK Armed Forces.
A flexible range of rations are required to meet the cognitive, nutritional and energy needs of the servicemen and women in the field. Due to the transient nature of military operations, routinely taking place all over the world, the ORP components will need to withstand a variety of climates and have an extended shelf life on delivery into the designated storage facility, which is currently planned to be the Defence Fulfilment Centre in Donnington, Shropshire.

On behalf of the UK Ministry of Defence (‘MOD’), Leidos Supply Limited (‘LSL’) undertook a tender exercise under the Open Procedure in accordance with the Public Contract Regulations 2015 (‘PCR 2015’), with the intention of awarding a contract for the provision of Operational Ration Packs (‘ORP’), a critical requirement to ensure the ongoing effectiveness of the UK Armed Forces. This contract was intended to replace the existing MOD ORP contract, due to expire 30.9.2017. LSL received no suitable tenders in accordance with the published evaluation criteria. Furthermore, the prices quoted for the majority of items were in excess of budgets currently available. LSL have therefore declared this a failed competition. Due to the complexity of the requirement and the need to undertake user trials of the products tendered, LSL estimate that the time required to re-run the tender process will be between 18-24 months. These timescales are partially dictated by the need to undertake a trial in cold climate conditions, which may only be possible to perform at certain times of the year. Therefore in order to allow sufficient time to conduct a new tender and ensure continuity of supply, the MOD are proposing to extend the current contract by 18 months, with the option to extend for up to a further 6 months if required, through use of Regulation 32 (2) (c) PCR 2015. Volumes required during this period are not certain, but based on historic spend the value is estimated to be up to 45 000 000 GBP.
