Section IV: Procedure

IV.1)

Description

IV.1.1)

Type of procedure
Negotiated procedure without prior publication
  • No tenders or no suitable tenders/requests to participate in response to open procedure
  • Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive
Explanation:

The Department for International Development intends to enter into a Negotiation without Prior Publication.

The open procedure published on 21.11.2016 was conducted and resulted in one bid submitted. Subsequently, the lead contractor within has voluntarily withdrawn involvement from this live procurement leaving no potential implementing partner to implement CRIDF Phase II. In light of this, the bid submitted is therefore no longer suitable in response to the open procedure published. This subsequent withdrawal has resulted from events unforeseeable by The Department for International Development.

A gap in construction of works would lead to the likely failure to complete on-going infrastructure projects resulting in a significant reduction in the number of beneficiaries, significant reputational damage with a wide range of implementing partners, contractors, supporting SADC governments and other stakeholders. To ensure continuity of supply and to ensure safe transition of projects, CRIDFII requires to be implemented with extreme urgency.
