Short description:On behalf of Vadsø kommune, (the Contracting Authority), we invite tenderers to an open tender competition on temporary staff services. Finnut Consult AS is assisting the administration of the tender competition. The Contracting Authority would like tender offers on temporary staff services for the period January 2018 — December 2020 with an option for a one year extension.
The Contracting Authority has procured temporary staff services the previous years for approx. NOK 10 000 000 per annum. The historical consumption can only be used as an estimate for the expected consumption in the coming period with large reservations as the need for temporary staff varies and it depends on factors outside the Contracting Authority's control. The Contracting Authority intends to reduce the use of temporary staff.

Description of the procurement:The contracting authority will not be bound to procure services for a fixed sum, but will procure services when needed.
The contracting authority wishes to emphasise that the tender should be in accordance with the instructions described in this document.
Incomplete tender responses, or responses containing reservations, errors or ambiguities that may create doubt about how the tender should be assessed, will be rejected. Non-compliance with the tender documentation shall be described clearly and precisely.
Description of the procurement
Due to staff holidays, leave, vacancies and sickness absences, the contracting authority has a need for nurses, disability nurses, auxiliary nurses, care workers, possibly other health personnel who can be temporary staff. This concerns personnel for longer or shorter assignments, both planned and acute assignments. Those placing orders at the contracting authority will be doctor centres, nursing homes, the home service (measures in patients'homes with 24 hour services) or sick bays.
The temporary staff categories are divided into, nurses, enrolled nurses, care workers and health care workers.
The contracting authority can have a future need — in this contract period — for doctors, disability nurses, bio-engineers, professional managers and equivalent. Tenders shall therefore have an overview of what other competence and qualifications the service provider can provide.
The contracting authority also has projects with resource demanding services in which there can be a need for special competence, for example, within the operation of respirators and dialysis treatment. Tenders shall therefore confirm whether the service provider can provide this type of competence.
