This evaluation will look into development support aimed at strengthening civil society in developing countries through Norwegian civil society organisations and their local partners. The main purpose of the evaluation is to provide the Norwegian Agency for Development Cooperation (Norad) and the Norwegian Ministry of Foreign Affairs (MFA) with information that can be used to improve future efforts to strengthening civil society in developing countries. The evaluation will assess intended and unintended effects of Norwegian support by in-depth studies of selected projects/programmes at country level. The evaluation will have a major focus of identifying the views/perspective of the local partners/civil society organisations in developing countries.
