Short description of the contract or purchase(s)
The purpose of a termination of pregnancy (TOP) service is to provide abortions which are speedy and safe depending on the personal health and circumstances of the individual service user, to reduce repeat abortions and unintended pregnancies, and to promote better sexual health among service users.

The aims of the TOP service are:

— To provide a consistent, comprehensive, effective, accessible, legal and appropriate abortion service to service users.

— To provide a quality service informed by the Royal College of Obstetricians and Gynaecologists Guideline for the ‘Care of Women Requesting Induced Abortion’ (the RCOG Guideline), the MEDFASH standards for sexual health services, and current best evidence.

— To ensure that risk of infection and other complications to service users is minimized.

— To ensure that opportunities for contraceptive information and supply and sexual health screening are maximised.

NHS Wakefield Clinical Commissioning Group (CCG) (the ‘Authority’) intends to award a contract without competition to the two named providers of Termination of Pregnancy Services (TOPS) (Marie Stopes International and British Pregnancy Advisory Service). This service is to be delivered locally in Wakefield and neighbouring areas. There will be an emphasis on the improvement of access to the service. The Authority has identified that the two incumbent providers are meeting the obligations of their current agreements for delivering services and there are no other potential providers in the market place after extensive market research across the local health economy and other local CCG geographies.

The Authority has confirmed that the incumbent providers are meeting their obligations of the current agreements for delivering services and are satisfied that they are achieving required standards, value for money and patient satisfaction.

Wakefield CCG will commission the TOPS services subject to thorough consideration of any recent or pending CQC inspection outcomes and reports. This notice therefore includes a provisional award to Marie Stopes International. However, the Authority reserves the right to terminate any resulting contract should the CQC inspection regime indicate that the required improvements are not made.
