Section II: Object of the call for expressions of interest

II.3) Description of the field(s) covered by the call for expressions of interest:
The European Parliament has decided to launch this call for expressions of interest in order to compile a list of general practitioners and psychiatrists, practising close to the 3 European Parliament sites (Strasbourg/Brussels/Luxembourg). They will be tasked with performing ad hoc medical checks that the European Parliament decides on, in accordance with Articles 59 and 60 of the Staff Regulations, Articles 13 and 15 of Annex VIII thereto, and Articles 16, 33, 91, 101, 102, 131(5) and (135) of the Conditions of Employment of Other Servants (CEOS) of the European Union.
The sole aim of the checks is to verify whether or not the physical or mental state of health of the European Parliament official or servant is consistent with a return to work.

Section III: Legal, economic, financial and technical information
III.1) Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded:
Natural persons, legal entities or public entities.
The grouping of economic operators must provide proof of its legal form in the application. This legal form may be 1 of the following:
— an entity with a legal personality recognised by a Member State,
— an entity with no legal personality, but which gives the European Parliament sufficient protection as regards contractual interests (such as a consortium or temporary association, for example, depending on the Member State concerned),
— signature, by all partners, of a kind of 'proxy agreement' or equivalent document which will ratify a form of cooperation.
III.2) Economic and financial situation:
Candidates are not required to submit documents in support of their economic and financial capacity. However, submitting an application will serve as a declaration that they have the capacity required to perform the contract.
III.3) Technical capacity:
The candidate must have:
— good knowledge of English and French; knowledge of other European Union languages would be an advantage,
— at least 3 years' professional experience as a general practitioner or psychiatry specialist, and, if possible, experience in the field of medical checks.
III.4) Professional competence:
The candidate must:
— have a medical degree providing proof of capacity to carry out the duties of a general practitioner and/or psychiatry specialist,
— be authorised to practice in the country where the doctor is resident,
— be registered with the medical association where the doctor is resident.
Section IV: Procedure
IV.1) Type of procedure:
IV.2) Grounds for exclusion:
Candidates will be excluded from taking part in the contract if:
(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of 'res judicata';
(c) they have been guilty of grave professional misconduct;
(d) they are not in compliance with their obligations relating to the payment of social security contributions or the payment of taxes;
(e) they are guilty of misrepresenting the information required by the contracting authority;
(f) other: complete, date and sign Annex III to the specifications (Articles 106 and 107 of the Financial Regulation applicable to the budget of the European Union).
IV.3) Selection criteria:
— Medical degree providing proof of capacity to carry out the duties of a general practitioner and/or psychiatry specialist,
— authorisation to exercise in the country where the doctor is resident,
— medical association registration number where the doctor is resident,
— CVs outlining the candidate's 3 or more years' professional experience as a general practitioner or psychiatry specialist and, if possible, experience in the field of medical checks, highlighting their good knowledge of English and French: knowledge of other European Union languages would be an advantage.

VI.1) Submission and presentation of applications:
This list shall be valid for 3 years (2.11.2014–2.11.2017). Any interested doctors may apply at any time during the list's validity period, except during the last 3 months thereof.
