  • 2. Registration procedure:

    The aim of this call for expressions of interest is to compile a list of potential tenderers.

    Expressions of interest must be sent in 1 of the official languages of the European Union, by electronic submission only, to: e-mail: inlo.ami@ep.europa.eu

    Inclusion on the list does not bind the contracting authority in any way as regards awarding a contract.

  • 3. Information and documents to be provided:

    Interested parties are requested to give their full contact details, provide a list of the specific fields mentioned in point 7 of interest to them in their expressions of interest and state clearly the relevant place of delivery, as specified in point 8 (Brussels and/or Luxembourg and/or Strasbourg).

  • 4. General description of the procedure:

    Interested parties are requested to send their expressions of interest in accordance with the rules announced in this notice.

    The contracting authority will include them on a list of potential tenderers. This list comprises sub-lists, corresponding to each of the subjects described in point 7. The sub-lists of potential tenderers will be valid for 5 years.

    When a public procurement contract for a field described in point 7 becomes available, the contracting authority will send an invitation to all the tenderers on the relevant sub-list(s) to tender (1-stage procedure), or to submit a request to participate followed by a tender (2-stage procedure). For the 1-stage procedure, the contracting authority will send potential tenderers the invitation to tender documents for the contract in question. For the 2-stage procedure, the contracting authority will send only the subject of the contract and the exclusion and selection criteria. In a second stage, only those potential tenderers meeting these criteria will be sent the specifications and be invited to tender.

  • 5. Personal data protection:

    Personal data generated while carrying out this procedure will be processed in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18.12.2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. They may only be processed for the purposes of performance, management and monitoring of this procedure by the Contracts and Public Procurement Unit without prejudice to their possible transmission to bodies responsible for a control or inspection assignment pursuant to European Union law. Potential tenderers will have the right to access their personal data and rectify said data. Potential tenderers may raise any questions concerning the latter with the Contracts and Public Procurement Unit. Potential tenderers have the right of recourse at any time to the European Data Protection Supervisor.

    The list resulting from this notice will be used exclusively for the following types of public procurement contract:

  • 8. Places of service provision:

  • 9. Expiry date of the list resulting from the call for expressions of interest:

    The list resulting from this notice is valid for 5 years from publication of this notice. Interested parties can express their interest at any time prior to the last 3 months of the list's validity period.

  • 10. Exclusion criteria:

    Potential tenderers will be excluded from the expression of interest if:

    (a) they are bankrupt or being wound up, if their affairs are being administered by the court or if they have entered into an arrangement with creditors, if they have suspended business activities, if they are the subject of proceedings of this nature or if they are in any analogous situation arising from a similar procedure under national laws or regulations;

    (b) they or persons having the power of representation, decision making or control over them have been convicted of an offence concerning their professional conduct by a judgment which has the force of 'res judicata', delivered by the appropriate body in a Member State;

    (c) they have been guilty of grave professional misconduct proven by any means which the contracting authorities can justify, including by a decision of the EIB or an international organisation;

    (d) they have not complied with their obligations relating to the payment of social security contributions or taxes in accordance with the legal provisions of their country of residence or those of the country of the contracting authority or those of the country where the contract will be carried out;

    (e) they or persons with the power of representation, decision making or control over them have been the subject of a judgment which has the force of 'res judicata' for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity detrimental to the Union's financial interests;

    (f) they are the subject of an administrative penalty because they have been guilty of misrepresentation in providing the information required by the contracting authority in order to take part in the contract, or have not provided said information; or they have been declared to be in serious breach of their obligations under contracts financed by the budget;

    (g) they are subject to a conflict of interests with the contract; a conflict of interests can notably arise from economic interests, political or national affinities, family ties or personal relationships, or any other kind of relationship or shared interest.

    Prior to contract signature, potential tenderers must provide a solemn declaration stating that they are not in any of the aforementioned exclusion situations. If it has any doubts, the contracting authority reserves the right to request proof of non-exclusion.

  • 11. Ex post transparency:

    Once a contract is signed for over 15 000 EUR, subsequent to the procedure described in point 4, details concerning the contractor will be published on the contracting authority's website no later than 30 June of the year after contract award.

    These details will include the name, place (address for legal persons, and region of origin for natural persons), amount and subject of the contract. For natural persons, these details will be erased 2 years following contract award.
