Grant funding to support the VCS infrastructure working on the rehabilitation of adult offenders, or improving public protection. It is intended that scope covers organisations working in custody and the community in England and Wales. The aim is to assist,
particularly small and medium sized voluntary and community sector organisations and social enterprises, to become part of the supply chain via sub-contracts for the services under the Rehabilitation Programme contracts or to support their transition to other
funding models. The grant is being provided to fund activities under three broad themes: a) Strategic; b) Supportive; and c) Specialist. Organisations should note that the grant is being given to support the overall VCS infrastructure working on offender management
and is not designed to deliver a client-facing service. The grant recipient will be a single lead organisation establishing partnerships with other bodies to design and deliver specific parts of a work plan, or an umbrella consortium formed from a number of
organisations with shared objectives and agreed arrangements for leadership and governance. The Grant is intended to be awarded in February 2014 for the project to take place in the 2014/15 Financial Year.

be conducting the application process through its eSourcing Portal. The eSourcing Portal is an online application that allows all potential suppliers to create and submit their responses to any Requests for Information (RFI), Requests for Quotes (RFQ), or
Requests for Proposals (RFP) via the internet rather than in paper form (where they have been invited to respond). If you are not registered on the eSourcing Portal please send an email to the relevant buyer as stated in the notice
stating: Company Name, Your Name, Contact email and Sourcing Reference Number: 3600-2-Reducing Reoffending-SE-RFP. The buyer will then email you details of the registration process. If you are already registered on the eSourcing Portal you will still need
to email the relevant Buyer, quoting the above in order to express your interest in the sourcing event. You will then be notified by email when the sourcing event has been opened. It is anticipated that the RFI will be available on the eSourcing portal from
Friday 20 December 2013.
