    The MoD is proposing to award a contract to Pricewaterhouse Coopers LLP under the negotiated procedure without prior publication of a contract notice for the continued provision of project support to the Submarine Enterprise Performance Programme (SEPP) on the basis that, for technical reasons, Pricewaterhouse Coopers LLP is the only economic operator capable of fulfilling this requirement (Regulation 16(1)(ii) of the Defence and Security Public Contract Regulations). The MoD Submarine Operating Centre (SMOC) has an urgent requirement for the continued provision of project support to SEPP.

    The SMOC is currently preparing a competitive procurement for a long term programme and project support partnership role through which future project support requirements are likely to be procured. Announcements will be published separately in due course.

    In the meantime, continuing project support is now required to support SMOC activities, by providing independent and specific support to develop the commercial construct and details such as terms, risk, incentivisation and negotiation strategies, and enterprise arrangements in respect of the collabarotive Submarine Enterprise and the bi-lateral Foundation, product and programme arrangements.

    The project support services are currently provided by Pricewaterhouse Coopers LLP who were appointed following a call-off under the framework agreement for technical support (FATS3) which was competed under the Public ContractsRegulations 2006 and placed in April 2009. In April 2012 a Business and management Consultancy Services Contract was placed with Pricewaterhouse Coopers LLP for six months to cover the interim period until the project support partner role is competed. That contract with Pricewaterhouse Coopers LLP expires on 24.10.2012. There is a continuing requirement for these project support services for a further period of about six months until the new project support partner is appointed. A supplier would require an in-depth knowledge and previous background in, and working practices at, both strategic and tacticallevel, in a conplex transformation programme with many interdependencies, bi-lateral and collaborative relationships and stringent timescales. The proposed procurement strategy is single source as Pricewaterhouse Coopers LLP has been providing the service for 18 months and has developed the relevant know-how, knowledge, tools, and means necessary to perform the services in the time available. This includes an in-depth knowledge and understanding of the project background and working practices at, both strategic and tactical level, of a very complex transformation programme with many interdependencies, bi-lateral and collaborative relationships and stringent toimescales. Given the amount of established background, know-how, level of understanding and relevant experience required to conyinue to provide these services, by the time any new suppier was brought up to speed sufficiently and the necessary approvals for accessing a significant amount of highjly sensitive information by thirdparties were obtained, the new project support partnership wil have been appointed. Therefore, for the technical reasons set out above it is not possible to change suppiers at thuis stage given the short duration of the requiremet.
