      1 Standard & Specifications

      The works are to be carried out in accordance with the following documentation.

      Water for Scotland 2nd edition 2007 published by Water UK/WRc in conjunction with the Scottish Water amendments which can be accessed under Section 610 of the Standards and Specifications.

      Sewers for Scotland 2nd edition 2007 published by Water UK/WRc in conjunction with the Scottish Water amendments which can be accessed under Section 405 of the Standards and Specifications.

      Civil Engineering Specification for the Water Industry (CESWI) (sixth edition) 2004 published by Water UK/WRc, augmented by Scottish Water amendments which can be accessed under Section 402 of the Standards and Specifications.

      Typical details are shown in both Sewers for Scotland and Water for Scotland and can be applied for Best Practice Guidance.

      1.1 Road Covers

      All covers and frames shall comply with the relevant provisions of BS EN 124, BS 7903 and Highways Agency Guidance Document HA 104/02. They shall be of a non-rocking design which does not rely on the use of cushion inserts.

      Class D 400 covers shall be used in carriageways of roads (including pedestrian streets), hard shoulders and parking areas used by all types of road vehicles. Minimum depth of frames for NRSWA road categories are shown in Clause 5.2.32 in Sewers for Scotland.

      Design of manholes in accordance with Clause 2.17 of Sewers for Scotland.

      Design of chambers for water apparatus in accordance with Clause 2.3.3 of Water for Scotland.

      1.2 Design Considerations

      Clear opening sizes of access hatches to be minimum 600x750mm above ladders or 675x675mm above step rungs, i.e. there shall be 600mm clear from face of ladder/step rung to opposite side of the hatch. (Note minimum 600mm width except for 675 square cover).

      Step rungs should be used for heights up to 6.0m in manholes, for heights greater than 6.0m ladders should be used. For other site specific chambers designers should review this requirement for operational and maintenance activities.

      Ladders should incorporate hand holds to 1.1m above finished ground level, this may be by an extension piece that can be raised through the open hatch.

      Safety grilles where installed, should be designed to withstand a 250 kg load.

All applicants will be requested to complete a Pre-Qualification Questionnaire. Questionnaires will be issued electronically to all applicants through an e-tendering system. Responses to Pre-Qualification Questionnaires will be assessed and used to short-list applicants who will be invited to proceeed to the next stage of the tender process. Applicants will only be assessed based on the answers provided in the questionnaires. The anticipated number of applicants that will be invited to tender is eight. All applicants MUST include in their expression of interest their companys full postal address and contact details, inclusive of their company registration number. Upon receipt of expression of interest, the applicant will be requested to register on Public Contracts Scotland - Tenders electronic portal. To do this, a web link will be issued by Scottish Water Procurement Helpline once the applicant has expressed interest.

    This contract notice does not preclude Scottish Water from issueing other contract notices for specific requirements from time to time. The contents of this Notice are sufficient for submissions of pre-qualification data, all other communications are discouraged. Responses to the OJEU Notice will be evaluated based on Section III.2 and only successful applicants following PQQ evaluation will be invited to submit a tender. Scottish Water reserves the right to divide the scope of the contract into lots at tender and contract award stages as it deems appropriate. Applicants who fail to supply all of the information requested in response to this Notice or any resulting tender exercise may risk elimination.

      Precise information on deadline(s) for lodging appeals: In accordance with regulation 33 of The Utilities Contracts (Scotland) Regulations 2006 as amended (the Regulations) Scottish Water will incorporate a minimum of 10 calendar day standstill period between the communication of the award decision and the decision to enter into the contract with the successful tenderer. A breach of any duty owed under the Regulation is actionable by any economic operator which, in consequence of the breach, suffers, or risks suffering, loss or damage and such procedings may be brought either the Sheriff Court or Court of Session. Any such action must be brought within 3 months from the date when grounds for the bringing of proceedings first arose unless the Court considers that there is good reason for extending the period within which proceedings may be brought.
