    National Grid is an international electricity and gas infrastructure business.

    In the UK we have a major programme to modernise and extend Britains energy infrastructure. It is a national activity on an unprecedented scale and it is essential we gain public understanding and acceptance of this work in order to deliver this infrastructure successfully.

    We need to provide connections for any new generation including new low carbon energy generation to the national transmission system and this will mean network reinforcement and new infrastructure.

    A key aspect of this programme is seeking the views of the public through extensive consultation with statutory bodes, local authorities and local communities in line with the principles set out in the National Grid Stakeholder Community and Amenity Policy.     National Grid is looking for a number of agencies with a geographic spread to be part of a framework agreement to be operated using a specified call-off mechanism / procedure. Agencies to provide community relations support with a local presence for small and large projects around the UK. Agencies will be expected to act as integral members of National Grid project delivery teams.

    Stakeholder engagement:

    Identifying and managing the engagement of all key external stakeholders affected by a project and to act as the point of contact for external stakeholders. This includes the provision of a free phone hotline for external enquiries/complaints.

    Strategy development:

    Developing appropriate community relations strategies and plans for individual projects. these will need to be tailored to the scale, sensitivity, significance to the business, community impact and potential media or political interest for the project.

    Risk management:

    Proactively advising on any community relations risks to a project and putting in place appropriate mitigating actions to manage these risks.

    Production of promotional materials:

    Production of project related promotional materials (e.g. consultation documents for the public, leaflets, newsletters, exhibition panels, videos and bespoke photography). Agencies will be responsible for developing the content and will need to use national grid approved suppliers for video, photography, design, production and the printing of materials. all materials will need to adhere to National grid brand and tone of voice guidelines.

    Event management:

    Organising and manning public consultation related events (e.g. public exhibitions, stands at county shows, community forums, and school events).

    Web management:

    Responsibility for developing content for project related websites and for launching and managing appropriate social media tools to support stakeholder engagement, where appropriate, (e.g. Face book and Twitter).

    Local media relations:

    Supporting the National Grid Media relations team to manage local media relations when appropriate, including supporting the development of media strategies, proactively seeking opportunities for local positive coverage, writing press releases, media monitoring and responding to press enquiries.

    Local political engagement.

    Responsibility for developing the engagement strategy for local authority elected members and local Mps and managing the contacts with them when appropriate. Also responsible for local intelligence gathering and coordination with National Grids Public affairs team.

    Community investment:

    Responsibility for seeking out opportunities to implement national grids community investment policy (e.g. with local schools and community organisations).

    Innovation:

    Demonstrate creativity and innovation in the proposals put forward for the delivery of community relations activities.

    Research / measurement:

    Carrying out research to measure the effectiveness of the community relations activities during and at the end of a project.

    Project reporting:

    Reporting on a monthly and quarterly basis on progress and expenditure and providing a feedback / lessons learnt for all projects.

    Regional lead role:

    Agencies may be asked to take on a lead role in a particular geographic region to ensure coordination across all National Grid Projects and any other national grid corporate communications.
