Gwynedd Council (on behalf of the Gwynedd Children and Young People's Partnership) would like to tender for potential suppliers to deliver the short-medium term elements of the Gwynedd Family Support and Parenting Commissioning Strategy 2012-2017 (the Strategy). The multi agency Commissioning Strategy sets out the vision and outcomes we seek for Gwynedd families as well as our commissioning intentions for the next five years.
The main vehicle to delivery the Strategy in the short to medium term is the Families First grant. Launched in July 2011, Families First is a key element of the Welsh Government's Child Poverty Strategy, and aims to transform service planning and promote effective, multi-agency support that builds the resilience and independence of families that are vulnerable to disadvantage.
The Families First Programme emphasises that services must take a whole family approach by providing holistic and family focused interventions. The programme is focused on prevention and early intervention that supports families effectively at the earliest time to stem escalation and limit the need for more specialist interventions for families over time.
Gwynedd Council intend to focus its Families First grant on key strategic packages of work identified within the Strategy, these include supporting Gwynedd families through:
Package 1 - Positive Parenting and Strengthening Family Resilience.
Package 2 - a) Promoting information and financial literacy and b) Supporting parents into work.
Package 3 - Play, sports and active leisure opportunities.
Package 4 - Early Years support#.
This procurement is being conducted under the Restricted Procedure. The selection (PQQ) element of the tender will consist of a mixture of Pass/Fail and Scoreable questions, with some thresholds set within the scoreable questions). On completion of the scoring of the PQQ submissions a maximum of the 5 top scoring providers in each lot will be invited to tender. The ITT element of the process will be scored 100 % quality which will include a value for money assessment.
