      This is a Capital Project in the region of £3.6 million (inclusive of VAT and Fee’s). It involves the refurbishment and extension of two sites - Schomberg House, 368 Cregagh Road Belfast and Sloan’s House, 82-86 Main Street Loughgall Co. Armagh Northern Ireland. Sloan’s House is located in a Planning Conservation Area. The Grand Orange Lodge of Ireland is seeking the professional services of an Economic Operator Team to include, Project Manager, Architect, Quantity Surveyor, Building Services Engineer, Interpretative Designer, Civil Engineer, Structural Engineer and CDM Co-ordinator.

      The Schomberg House and Sloan House schemes will be developed in parallel. Both schemes involve the construction of two / three storey extensions together with site works and internal fit outs / refurbishment. Central to both schemes is the design and fit out of the Museum and interpretative centre which must present the artefacts in an appropriate manner reflecting their historical worth and value while also enabling interactive learning.

      The Economic Operator will be responsible for the appointments of all professional elements and will be required to enter into contractual agreements with the Economic Operator Team and The Grand Orange Lodge of Ireland to deliver the project.

      Concept / outline design proposals have been prepared for both schemes and Full Planning Permission obtained. It will be the responsibility of the Economic Operator Team, on both sites, to develop this information and manage the scheme through to Post Practical Completion (RIBA Outline Plan of work - Stage L). Some modification of the concept plan / outline design proposals may be necessary. Both the Schomberg House and Sloan House schemes will be developed in parallel.

      It is anticipated that the Economic Operator Team (EOT) will be appointed January 2013, and that this team will proactively progress the scheme through the technical design and production information stages to have RIBA stage F completed by early May 2013 and Invitation to Tender documents issued to the Contractor Teams no later 22 May 2013. The anticipated start date for construction work is the end of July 2013. The date for the completion of the defects correction period on both projects is 22 May 2015. Due to Funder requirements this date cannot, under any circumstances, be extended.

      The Grand Lodge of Ireland reserve the right not to proceed beyond RIBA stage H subject to the Tender price.
