You have been invited to tender for the supply, installation and maintenance of traffic signals and associated systems and equipment with Wolverhampton City Council, Dudley MBC, Sandwell MBC, Walsall MBC and Telford and Wrekin Council (the Authorities) from 1.2.2013 to 31.1.2017 (the Contract Period).
The instructions for tenderers have been prepared to assist you in submitting your tender. Please read this information carefully.
It is the intention of the Council to divide these requirements into 3 lots as follows:
Lot 1 the supply, installation and maintenance of traffic signals (across all 5 authorities).
Lot 2 the supply, installation and maintenance of computer systems for traffic signals (Wolverhampton, Telford and Wrekin and Walsall).
Lot 3 the supply, installation and maintenance of bus priority detector and selective vehicle detection equipment.

II.2.1) Total quantity or scope:
a) Installation of new equipment - if requested by the Authority the Provider shall install, test and commission, in accordance with the manufacturers instructions and recommendations, for example the following equipment at existing or new installations:
1) Traffic signal controller;
2) Pedestrian crossing controller;
3) Wig-wag controller;
4) Bleep and sweep audible alarm;
5) Tactile indicators;
6) Extra low voltage push-button kits;
7) Outstation transmission unit.
b) The above services are to be provided against specific orders from the Authorities and charged at rates as detailed in Schedule C. Installation of Civil Engineering works and all cabling may be subject to a separate contract / order which may not be placed with the Provider;
c) Following the commissioning of new equipment, the Provider will be required to maintain the equipment within the terms and conditions of this contract. Furthermore, if during the warranty period any part fails then it shall be the responsibility of the Provider, acting on behalf of the Authority to arrange for its replacement or return of faulty parts to the manufacturers / suppliers for its repair, at no additional cost to the Authority;
d) Please be aware that each Authority will issue Appendix 12/5 and 5/2 DfT specifications

1) Short description
Every effort has been made to ensure that the summary of equipment to be maintained by the Provider (see Appendices A - L) is up to date at the time of tender. However, each Authority reserves the right to alter / update / modify the equipment. Such action(s) could affect the accuracy of the inventory file at the contract date, i.e., 1.2.2013. Also certain projected installations included in the summary of equipment and the inventory file may not be fully commissioned by the contract date mentioned above but will be incorporated at a later date under full cover of the contract conditions. New installations will be added to the annual maintenance cost, pro rata, in accordance with the unit cost.
