    The Office of the Gas and Electricity Markets (Ofgem) aims to bring choice and value to all gas and electricity customers by promoting competition and regulating monopolies. Further information on Ofgem can be found on its website www.ofgem.gov.uk. This notice provides advance notification of Ofgem’s forthcoming tender and advertises its Industry Day.

    Ofgem has a Requirement for the provision of a number of soft facilities services including cleaning, waste management, reception, and security at its London headquarters situated at 9 Millbank, Westminster SW1. There is also potential for expanding the requirement to include associated services in the future, for instance pest control.

    9 Millbank spans 11,800m2 (8 floors plus a basement and ground floor). The building was constructed in 1928 and it is Grade 2 listed. The building has been well-maintained by Ofgem whose approximate 500 personnel currently occupy its first 4 floors, and the remaining four floors are sublet to DEFRA with a current occupancy of around 400.

    The current contract is due to end on the 30.6.2013 and is presently undertaken by one provider. The duration for the new contract shall be 4 years with break and extension options. The successful provider(s) will need to be available to start operations on the 1.7.2013, with potentially a lead-in mobilisation period prior to assuming full control.

    The requirement is being split into 2 lots for this re-tender: cleaning & waste management services, and reception & security services. potential providers will be able to bid for one or both lots. Ofgem will appoint either one provider for both lots or one provider for each lot, after undertaking formal evaluation of bids to select which of these solutions best fulfils its needs as most economically advantageous. Further details of the lots and the evaluation methodology will be provided in the invitation to tender once the contract notice is published mid November 2012. The procurement process adopted for this tender will be a competitive exercise conducted in accordance with the open procedure of the Public Contracts Regulations 2006 as amended. Ofgem will be using its e-tendering solution www.mytenders.org to administer this exercise – registration is required.

    The cleaning services covered by this contract are required for the 4 Ofgem floors and the ground floor common areas. The floors all comprise open-plan desking, offices/meeting rooms, toilets & shower, and a staff kitchenette. Ofgem has a daytime/janitorial cleaning presence and its daily clean is undertaken in the evening Monday to Friday. Periodic deep and window cleaning services are also required.

    The Reception desk is staffed from Monday to Friday during the working day, and its staff take internal and external Ofgem telephone calls and direct these accordingly, sign in Ofgem and DEFRA visitors, issue security passes, and are the daytime front of house security for 9 Millbank. Security is also posted during working hours in the building’s back gate control room to monitor vehicle access and deliveries.

    The building currently has 24/7 security with an onsite guarding service which takes responsibility for the whole building and makes patrols of Ofgem’s floors and the common areas, out of hours.

    This notice provides an overview of the current service provision but this is subject to revision by Ofgem via the tendering process and in respect of proposals offered by potential providers as variant bids.

    Staff resources will play a key role in this service provision and the possibility of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) being applicable to this re-tender will need to be considered. To provide some indication, the approximate current onsite staffing complement is summarised as follows:

    — Cleaning & waste management services – 2 full-time equivalent (FTE) staff during working hours and 6 part-time evening staff,

    — Reception & security services – 4 FTE staff during working hours and 1 FTE staff member out of hours,

    — 1 FTE manager overseeing all areas.

    Potential provider(s) should be experienced in delivering similar provision and have, as a minimum, 1 000 000 GBP in public liability insurance and in employers’ liability insurance. Ofgem requires an efficient, courteous and value for money quality service provision with due regard to relevant legislation and industry standards.

The event will comprise an introduction to the Authority’s Requirement, an overview site tour, and a question and answer session.
