      Due to the expansion of the Homecare market in Norfolk and Norfolk County Council's move to personalised budgets, the range stated in II.2.1 below covers not only the current market value of block and spot contracting for Homecare in Norfolk, but also the anticipated increase in demand over the next few years. Contracts under this select list will cover the entire county and are to be split between a range of spot contracts and block contracting arrangements, which may be let for periods of 4 to 8 years.

    * This is a procurement for services specified in Part B of Schedule 3 of the Public Contracts Regulations 2006 (“Part B services”). Accordingly, and notwithstanding the advertising of this procurement exercise in the Official Journal, the Public Contracts Regulations 2006 (as amended) only apply in part. The procurement exercise will be conducted in accordance with the information contained in the application documents.

    * The Authority has voluntarily advertised this procurement exercise in the Official Journal, in order to reach as wide an audience as possible. The Authority has been constrained by the forms used by the Publications Office to describe the procurement procedure as “Open”. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful Applicants to challenge the award decision before the first procurement exercise under the list is entered into.
