      The Council has chosen to adopt this initial short contract term due to the current green paper - Support and aspiration: A new approach to special educational needs and disability: A consultation March 2011 that may lead to changes in the statutory requirements and any subsequent changes to the service requirement.

      West Sussex County Council has established a Dynamic Placement System for the provision of placements for children with special education needs (SEN) and children with disabilities (CWD). This will include, but is not limited to, day educational placements, residential educational placements, residential care placements, residential care placements which also have an educational aspect, residential short break placements, or specialist (disability) foster care placements (“the Services”). This non-mandatory OJEU notice relates to the opportunity for these Part B Services.

      East Sussex County Council may also use this DPS to obtain these Part B Services.

      The purpose of this notice is to re-open the DPS for a period from the 1.9.2012 to the 31.10.2012 when the DPS will close again.

    This is a non-mandatory contract notice for a Part B service and is being placed for information purposes only.

    Organisations will be expected to deliver services that provide Best Value for money.

    East Sussex County Council may decide to access the Dynamic Placement System as a recognised public body within the meaning of the Public Contract Regulations 2006.

    The anticipated West Sussex County Council value of the contract is approximately £15.5 million per annum, split between £13 million for Special Educational Needs placements and £2.5 million for Children with Disabilities placements; however no guarantee or commitment as to the initial and future value of any work arising from this contract can be given.

    The potential value of the contract from East Sussex County Council is approximately £11.2 million per annum. The ESCC division between SEN and CWD is not known at this time.

    The term of the DPS will be for a minimum period of two years, and may be extended for up to 5 years, depending on the ongoing need, budget availability and contract performance up to a maximum contract period of seven years.

    The purpose of this notice is to re-open the DPS for a period from the 1.9.2012 to the 31.10.2012 when the DPS will close again.

    The Contracting Authority intends to use an eTendering system in this procurement exercise and reserves the right to use a reverse auction.
