Description

The MoD invites expressions of interest, via Enabling Contract reference number CTLBC/1974, for the supply of German Language Training. German language courses are to be provided, via the Language Advice and Placements Section (LAPS) at the Defence School
of Languages, Beaconsfield to Tri-Service, MOD personnel. The language level reference is the NATO STANAG 6001 Edn#4, Levels 1-4: Survival (SLP1), Functional (MODLEB- Operational –SLP2), Professional (MODLEB-Advanced Certificate- SLP3) & Expert (MODLEB-Diploma
–SLP4). The requirement will be met by a service provider who can employ tutors with a proven track record in teaching German as a foreign language to the requisite level, and who has demonstrated the necessary course and quality management skills and experience.
The service provider must be able to cover the whole requirement. The proposed enabling contract will have an initial period of 1 year with an option to extend of 6 months. At the present time possible requirements that might be met by the proposed contract
include: i) A complement of 3 students who are continuing towards an output of SLP2 - starting 25 June 2012 until 20 December 2012 (includes two weeks of summer leave) ii) 2 students who continue towards an output of SLP3 - beginning 7 January 2013 until 28
March 2013. iii) A final student who outputs at SLP4 - from 8 April 2013 to mid August 2013 iv) A further 4 students will require training to various levels from September 2012 onwards v) Further emergent German language training requirements through 2012
and 2013 The above is only an indication to enable prospective tenderers to assess resourcing implications; there may be more or fewer students and the dates are subject to change, and are provided without commitment at this stage. The MOD intends to progressively
migrate its transactional purchasing activity to electronic purchasing using the Purchase to Payment (P2P) system operating over the Defence Electronic Commerce Service (DECS). All tenderers should state in their tender response(s) that they are able or willing
to trade via P2P. This will be regarded as a compliance issue when tender responses are evaluated. If not already connected to DECS, tenderers should consult on connectivity options with the service provider Capgemini. Information on DECS and P2P may be viewed
