The two Houses of Parliament are looking to implement a programme of improvements to signage for the Parliamentary Estate. The programme currently has three separate approved projects:
1. the production of a standards manual;
2. improvements to signage directed at visitors internally to the Estate;
3. improvements to signage around the perimeter of the Estate.
It is the intention to employ one consultant to work on all three projects. It is not essential for the Consultant to possess all the skills internally. However the Consultant should have previous experience of leading and managing projects which have developed signage standards, particularly in a heritage environment. The Consultant should therefore be familiar with legislation applicable to signage, and to the obligations of building owners to provide signage as well as experience with a varied client stakeholder base with varied operational requirements.
A contractor will be employed separately by the Employer, with the consultants input on selection and tendering, to supply, fabricate and install signage and sign stands.
The Consultant shall have within its own organisation, or will directly employ, the services of a signage specialist having the expertise of designing and specifying signage meeting current regulations and heritage requirements for organisational operations similar to the Houses of Parliament, demonstrable understanding of, and design experience in, listed buildings or of heritage importance and with appropriate knowledge of industry standards in formats and materials.
The Consultant shall have within its own organisation, or will directly employ, the services of a building conservation specialist, with suitable experience, qualifications and expertise in building conservation and the preparation of drawings, Design & Access and Heritage Impact statements, as required for submission with planning and Listed Building applications.
The Consultant shall have within its own organisation, or will directly employ, the services of any other specialists required to perform the duties and obligations of this brief, such as on costs and accessibility.
The Consultants primary role is to:
— lead and manage a programme of work for signage improvements to the Parliamentary Estate,
— co-ordinate and take responsibility for all the various specialist services required,
— assist in the development of a signage strategy,
— in consultation with the various stakeholders identify the various issues and problems with existing signage and to act as the expert in resolving such issues and concerns,
— select the most suitable and cost-effective means of specifying signs to give best value for money over the immediate and longer term,
— undertake all design work and associated activities required to complete the signage improvements required,
— advise on costs,
— assist in the selection and subsequent management of a contractor for the implementation of improvements (supply, fabrication and installation works) and monitor the performance and quality of workmanship.
There are approximately 16 building complexes or spaces requiring creation of standards, most of which are listed; most notably the Palace of Westminster.
A final working draft of the Signage Manual is required within 20 weeks of appointment. During this time the Consultant will be expected to have completed all surveys, investigations, consultations and option studies to establish recommendations for internal and external improvements for approval of the Employer. Completion of improvements is scheduled for 31 weeks following approval of recommendations, including the tender period for the specialist contractor.
