II.2.1) Total quantity or scope:
Brighton & Hove City Council currently has a Real Time Passenger Information (RTPI) system that has been in operation since 2001, which provides information on services within the city and on some cross boundary services into neighbouring counties.
The current system is operated under the partnership between Brighton & Hove City Council (BHCC), Brighton & Hove Bus and Coach Company (BHBCC) and East Sussex County Council (ESCC).
The current RTPI system has been supplied and maintained by the company Trapeze. The service and maintenance contract with Trapeze will finish at the end of July 2013. As a result, BHCC and its partners are taking the opportunity to upgrade their existing RTPI system under a new contract that will enable a technology upgrade and ongoing maintenance of the system. Brighton & Hove City Council will be acting as the lead for this procurement in purchasing the upgraded RTPI system for use both by it and by East Sussex County Council (and bus operators) under arrangements described in the tender documents.
The upgraded RTPI system architecture will be based entirely on a GPRS communication network, which will result in all existing equipment and such as that is operated under the Private Mobile Radio (PMR) communication network being upgraded or replaced to work under the new communication conditions. The existing equipment includes:
— bus stop displays,
— on-bus displays, and
— on-bus unit that interfaces with the RTPI server and provides the buses positional data.
The current RTPI server is located on BHCC premises, which is to be decommissioned by BHCC and replaced with a Contractor hosted RTPI server.
The existing RTPI software will be replaced with the Contractor’s own RTPI software, which will comply with BHCC system requirements (as defined in the tender documents).
The core system should be able to track all equipped buses and provide current, historical and predictive journey information and the analysis of data to enable efficient and cost effective public transport operations.
The RTPI system will have the functionality to link to neighbouring RTPI systems, maintain a SIRI link for the transfer of real time data to 3rd party applications as well as the ability to have multiple bus operators (i.e. bus operators that operate within Brighton & Hove and operate a cross boundary service with a neighbouring authority) making use of the system.
Both the historical data and current data from the RTPI system should be available to the local authorities and bus operators, via any device (i.e. Contractor is to provide the software that will enable this functionality) that has an internet connection that is secure and be able to maintain privacy between bus operators.
The specification and associated price schedules will provide for both ongoing maintenance of all system assets, and scope for enhancements to include additional hardware and software.
Maintenance terms and conditions will apply to the maintenance and fault rectification of system assets.
Year 1 of the contract will deliver a two phase upgrade works:
— Phase 1: Upgrading of routes 28 and 29 and associated hardware (h/w) and software (s/w) (year 1, months 1 to 6), followed by 54 months of maintenance (1st 6 months at zero cost).
— Phase 2: Upgrading remaining routes and associated h/w and s/w (year 1, months 7 to 12), followed by 48 months of maintenance.
Following the initial term, Brighton & Hove City Council will have an option to extend the maintenance for the RTPI system on an annual basis for up to a further 5 years.
The system should provide both “scheduled” and “real time” bus information and there is also a requirement for robust and flexible sign/system messaging tools (i.e. bus RTPI being made available at bus stops and to end users with any device with an internet connect, such as through a mobile phone application).
