      Tendering on behalf of themselves and Medway Unitary Council, Gun Wharf, Dock Road, Chatham, Kent ME4 4TR, Kent County Council wishes to create a framework of Independent Foster Providers. The agreement will allow other Authorities that belong to the SE7 group, which are a group of Councils in the South East that have made a clear intent to collaborate, to access this framework should they so wish to throughout the contractual term. This group includes Kent, East Sussex, West Sussex, Brighton & Hove, Hampshire Surrey and Medway.

      Kent County Council and Medway Council are working together to improve placement choice and quality for the children they look after. They are committed to significantly improving outcomes for Looked After Children and ensuring that these improvements are sustainable.

      The two Local Authorities are inviting expressions of interest from Independent Fostering Providers. The aim is to develop a framework of providers with whom each of the local authorities will use to ensure children and young people’s needs are best met through the provision of good quality services. These services must offer best value and ideally foster carers should be locally situated, except were it may not be in the child’s or young person’s best interest.

      The framework agreement will be for a four year period and commence on 1.2.2013.

      Greater detail on the services the two Local Authorities will be seeking Independent Fostering Providers to offer will be specified in the service specification document within the tender documentation.

      This framework will also be open to other purchasing authorities seeking to join.

      Interested providers will be required to register via the advert on the South East Business Portal (https://www.businessportal.southeastiep.gov.uk) Expressions of interest must be made no later than the 1.9.2012.

      On receipt of your expression of interest you will receive an email from the South East Business Portal confirming your interest.

      Tender documentation will be issued during the week commencing 24th September 2012.
