II.2.1) Total quantity or scope:
The Mayor’s Office for Policing and Crime (MOPAC) as the Contracting Authority is tendering for the supply of Communications and Public Relation (PR) Support Services to the Metropolitan Police Service (MPS) Property Services Department (PSD). The MOPAC/MPS is seeking through this tendering process to set up a single supplier framework with a suitably capable Contractor to provide these Services for an initial term of 36 months and a unilateral option of the MOPAC/MPS to extend for further periods up to a maximum of 12 months.
The Corporate Real Estate Major Change programme, approved by Management Board in 2010 seeks to improve estate utilisation and enhance the use and allocation of properties core to the estate. The estate currently comprises just under 1 000 000 sq m and in the order of 900 buildings. To facilitate the continual roll-out of the Corporate Real Estate strategy, MOPAC/MPS needs to undertake appropriate consultation and communication with stakeholders both internally and externally, at local, borough and regional levels.
The MPS Directorate of Media and Communication (DMC) has primary responsibility for press, public relations and communications issues for the MPS, however in delivering the Corporate Real Estate Major Change programme the MPS, Property Services Department (PSD) has a need for a specialist communications and PR consultancy to support in the key messages and undertake local community communication for town planning applications (including public consultation).
Scope of services:
— Preparation of consultation and supporting documents in regard to town planning applications.
— Preparation of statements of community engagement.
— Setting up, attending/ providing support at meetings and public presentations.
— Engagement with local councilors on real estate proposals.
— Preparation of documentation and presentational material for all Building openings / new builds etc. Writing documents for public issue.
— Preparation of internal communications.
— Presentation of articles for internet web pages.
— Providing responses to statutory enquiries.
Demonstrable experience and ability:
— Providing services of a similar nature particularly in relation to an operational and property / real estate environment.
— Knowledge of and experience of working with local, regional and central government bodies.
— In-depth understanding of London specific issues and policies.
— Understanding of the factors influencing and impacting upon the Corporate Real Estate Major Change Programme.
— Integrity, discretion and sensitivity.
— Ability to take on board flexible working arrangements; for example, a requirement to be based in MOPAC/MPS premises as requested.
The Service Provider employed under the Agreement may often have to work with other Service Providers. In these situations, the Service Provider will be expected to demonstrate their team working skills and commitment to collaborative working to ensure mutual benefits and the most successful outcome for the MOPAC/MPS.
