      Transport for London (TfL) requires a Service Provider to provide and implement a fully hosted Local Street Works Register (LSWR). The system is required to enable TfL to fulfil its statutory duties under the New Roads and Streetworks Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA) and the London Permit Scheme (LoPS). These duties include but are not limited to; the co-ordination of street and road works and other highway activities to minimise traffic disruption arising from them, the granting and refusal of permit applications under LoPS, the monitoring of promoters’ activities on the TLRN, including the inspection of promoters works, the management of Fixed Penalty Notices (FPNs) and streetworks related charges and the statutory requirement for all Street Authorities to maintain a LSWR. In addition the system is central to the operation of the TfL Lane Rental Scheme (TLRS) which commenced on the 11.6.2012 and the ability to provide suitable functionality to operate the TLRS is a prerequisite for the successful tender. The Service Provider will be required to provide a high quality data transfer between the LSWR and the LondonWorks Central Register and to provide a frequent data extract from the LSWR to TfL’s estate. Service Providers with proven experience in this field and in the delivery of similar systems are requested to make an expression of interest.
