Tunbridge Wells Borough Council in partnership with iESE invites expressions of interest from suitably experienced and qualified suppliers for the supply and management of CCTV Monitoring Staff. The contract is to be awarded in December 2012 with a mobilization period from January 2013 to the contract start date of 1.4.2013. The contract will run for 2 years with the option to extend by one year and then a further one year thereafter.
Tunbridge Wells Borough Council (3the council3) and Tonbridge and Malling Borough Council ("TMBC") have a partnership arrangement to carry out closed circuit television (3CCTV3) monitoring. As part of the partnership Tunbridge Wells currently through a private contract manage the monitoring contract whilst Tonbridge and Malling manage the hardware and maintenance contract. Please note: this procurement is solely for the Monitoring and Staffing and not the hardware and maintenance.
The purpose of the contract is to:
— To provide and manage suitably qualified and trained CCTV operators at the control room of the Town Hall at Tunbridge Wells Borough Council,
— To monitor pictures revealed by the CCTV system,
— To monitor associated radio communications,
— To initiate an appropriate response to incidents,
— To provide agreed statistical information to the Council and TMBC.
In accordance with the EU Procurement Regulations 2006, this is a Part B Service Procurement, however the restricted procedure will be followed for the purpose of short-listing suitable suppliers to invite to tender through a pre-qualifying questionnaire ("PQQ") stage.
