      The Civil Aviation Authority (CAA) is inviting expressions of interest from organisations wishing to enter into a framework agreement with the CAA to provide advice on a range of work to be undertaken by the CAA's Regulatory Policy Group (RPG). The CAA plans to enter into a framework agreement with a number of organisations that will provide advice to the CAA on topics, as they arise, coveriing the following Lots:-.

      Lot 1: Financial analysis (for both airports and air traffic services) which includes advice on aspects of the cost of capital, financeability issues and financial modelling.

      Lot 2: Competition and market analysis which includes advice on the degree of market power enjoyed by the airports and terminal air traffic navigation services, potential harm, protections afforded by competition law and potential remedies, and assessment of competition law cases.

      Lot 3: Comparative performance including one or more of:

      — Commercial revenue benchmarking which includes benchmarking and advice on future trajectories on retail and property and car parking revenues;

      — Staff cost benchmarking which includes advice on one or more of: wage and total staff costs, and pensions advice; and.

      — Other benchmarking which includes benchmarking of airport and air traffic operations or the costs of central functions such as finance, human resources and advice on specific areas of business such as IT, rates, utilities and insurance and scrutiny of cost allocation processes.

      Lot 4: Technical analysis which includes one or more of the following:-.

      — review and benchmarking of capital expenditure (including both civils and IT based expenditure);

      — review and benchmarking of asset management; and.
