      The Ministry of Defence (MOD) is seeking a Development Manager to represent it on the Landowners' Collaboration Committee (the Collaboration Committee) for the development and sale of Arborfield Garrison for housing, associated supporting uses and major infrastructure.

      The Ministry of Defence has signed a Collaboration Agreement with two adjoining landowners (collectively, the parties have formed a Collaboration Committee) to deliver one of the most significant residential led development opportunities in the South East of England. The Arborfield site offers a unique opportunity to deliver a high quality sustainable development of circa 2 000 new homes, associated supporting uses and major infrastructure. The MOD and the other two members of the Collaboration Committee are due to submit a hybrid outline planning application this summer. The MOD owns circa 83 % of the collective land; 145 hectares (359 acres).

      The southern part of Arborfield Garrison is already vacant; the whole site is programmed to be vacant by January 2016.

      The Development Manager will be expected to work closely with the Defence Infrastructure Organisation (DIO) and to represent it on the Collaboration Committee, the vehicle through which all decisions are approved, and will be required to fund, manage and, through the Collaboration Committee, lead the development to maximise the net value of the receipt, in return for a share of the net proceeds realised.

      Subject to the agreement of the Collaboration Committee, the Development Manager may also be required to progress the current planning position, facilitate and/or build the infrastructure provision, provide strategic advice and leadership on the site development, manage the disposal process, construct part or all of the commercial aspects of the development and or build a percentage of the residential units.

      If an increased net receipt can be demonstrated, the Development Manager may be granted permission to buy additional third party land which will form part of this development.

      In addition, the MOD may, at its sole discretion, include other MOD land in this contract. This land may or may not form part of the Arborfield development and it may or may not be subject to the Collaboration Agreement. Any additional land included is anticipated to be within a 30 mile radius of Arborfield Garrison and not to exceed the size of Arborfield Garrison (145 hectares/359 acres).
