The subject of this tender concerns the preparation of the given program as well as implementation of its first phase. Mandating for implementation is dependent on the approval of the credit (funds) for the first phase of implementation by SDC. SDC reserves the right to directly award follow-up phases to the winner of this tender, provided the performance of the selected organization(s) is of high quality. The mandatory is to ensure (i) effective facilitation of the program and (ii) high quality backstopping services.
Main tasks, competences and responsibilities of the program facilitator: Overall program management, Performance of a thorough sector scoping and proposal of particular sub-sectors for program implementation to SDC, Performance of systemic gender-sensitive market assessments informed by the M4P methodology in selected sub-sectors, Elaboration of a gender-sensitive program document, including logical framework, results frameworks, program activities and monitoring plan, Sub-contracting of services, if needed, to a diverse range of partner organizations, Market system facilitation based on identified system constrains, Close cooperation and fostering of synergies with other relevant SDC projects in the area of youth employment and SIPPO, Knowledge management and know-how transfer to local stakeholders.
Main tasks, responsibilities and competences of the backstopper: Familiarization of the facilitator with the M4P methodology and gradual transfer of knowledge and know-how (in theoretical terms and related to the practical application of the methodology, Methodological and practical support of the facilitator in the performance of sector scoping exercises and market assessments, Support of the facilitator in effectively realizing its facilitation role, Quality assurance of all key instruments and documents developed by the facilitator, Gender mainstreaming throughout all phases of the program.
