Consultancy Services for Preparation of an Analysis of the Carbon Emission-related Aspects of the Economies of Three European Regions.

The Regions for Sustainable Change (RSC) partnership is searching for an organization or company that will provide consultancy services to conduct an analysis of the carbon emission related aspects of the economies of three regions: i.e. Marche (Italy), Burgenland (Austria) and Cornwall (UK). The analysis will aim to identify opportunities for and the costs and effects of moving to a low carbon economy in these 3 regions and to develop a generic model applicable for transfer to other European regions.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope:

With the support of the regions the consultants will develop the following reports and methodologies for each region:

1/ make a summary of available studies on the economic risks and costs connected to climate change and the volatilities in energy supply and price. If such studies do not exist the contractor should make estimations and/or propose measurements recommendations without doing the analysis itself;

2/ provide analysis of the costs of abatement of GHG emissions for the economy and society as a whole, and the benefits that this will bring to the economy of the region and the society through productivity gains, energy shift, energy security and savings, and positive behaviour changes to a less energy intensive way of life;

3/ evaluate policy and behavioural development paths for each region as well as institutional and political systems by which their economies can achieve at least the EU’s 20-20 by 2020 CO2 targets or more stringent regional targets whilst maximising economic and social benefits. The macro-economic analysis will identify the potential economic and carbon-related costs and benefits of those paths.

While the purpose of 1/ and 2/ is to give the regions the arguments to be ambitious while at the same time describing the necessary efforts for that, the main objective of the analysis is to provide answers how regions can make ambitious moves towards becoming low-carbon regions.. The analysis of “how to be ambitious” needs to respond very specifically to the socio-economic situation in the region.

Consultants should also consider data and analyse the regional economic structures, if studies on economic risks and costs connected to climate change are not available.

A more detailed ‘Terms of Reference’ will be provided in the Invitation to Tender, to those consultants who have successfully passed the PQQ stage.

Estimated value excluding VAT: 222 000 EUR.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:

Information and formalities necessary for evaluating if requirements are met: Parties will be provided with detailed instructions concerning the information they must provide. This will be contained in the Pre-Qualification Questionnaire. Consideration will only be given to those contractors who complete and return the Pre-Qualification Questionnaire by the required date.

Economic operators subject to any of the following [may/will] not be considered where the said operator.

(a) is bankrupt or is being wound up, where their affairs are being administered by the court, where they have entered into an arrangement with creditors, where they have suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations;

(c) has been convicted by a final judgment in accordance with the legal provisions of the country of any offence concerning his professional conduct;

(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can demonstrate;

(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority;

(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority;

(g) is guilty of serious misrepresentation in supplying the information required under this section or has not supplied such information;

(h) has been the subject of a conviction for participation in a criminal organisation, as defined in Article 2(1) of Council Joint Action 98/733/JHA;

(i) has been the subject of a conviction for corruption, as defined in Article 3 of the Council Act of 26.6.1972 and Article 3(1) of Council Joint Action 98/742/JHA3 respectively;

(j) has been the subject of a conviction for fraud within the meaning of Article 1 of the Convention relating to the protection of the financial interests of the European Communities;

(k) has been the subject of a conviction for money laundering, as defined in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of the use of the financial system for the purpose of money laundering.
